Got a "Record Not Found" Result?
This is the most common issue applicants run into, and it is rarely the dead end it seems to be. In most cases, it means your municipality’s Local Civil Registrar has not yet sent your birth record to the PSA’s national database. The record exists, but it has not made it to the central system yet.
Steps to Fix a Missing Birth Record
Go to the Local Civil Registrar in the city or municipality where you were born.
Bring two valid government-issued IDs and any supporting documents you have, such as a baptismal certificate, old school records, or a voter ID, and all will work.
The LCR will confirm your record and start the endorsement process to push it into the PSA database.
What to Expect
Depending on the local office, this can take a few weeks. Once it goes through, your certificate can be ordered normally.
